What is Liberty Drive?
At Liberty, everything we do is to make people live better today and protect the future for the next generation. That’s why we are introducing Liberty Drive: a new program to accelerate the adoption of electric vehicle (EV), by making charging your car at home as simple, convenient, and affordable as charging your favorite electronic devices.
What are the objectives of Liberty Drive?
You love the freedom and joy that driving brings and you care about the environment as much as we do. Electric vehicles and hybrid vehicles have become an important part of building our sustainable future. Yet, charging an EV remains a concern for many people. At Liberty, we are eliminating this barrier.
Liberty Drive is a program to help you choose the right EV charger for your home. We make it affordable to you through charger installation rebate and preferred time-of-use electricity rates. We and your contractor will guide you through the installation process for your convenience.
We are starting our program in California, to support the California Public Utilities Commission transportation electrification goals. This program is designed to benefit you, our local small businesses, our schools, and our public agencies in communities that Liberty serves in California.
We have plans to expand our program to other states in America in the coming months.
Who is eligible for the program?
There are two simple criteria to qualify for the program:
- You are the named residential customer of the Liberty electricity bill. (You don’t have to be a homeowner. If you are a renter, you may be asked to show permission from your landlord to install the EV charger.)
- You have a Plug-in Electric Vehicle (PEV) or a Plug-in Hybrid Electric Vehicles (PHEV) that you purchased or leased after June 30, 2017. Your car can charge from the standard SAE J1772 plug.
If you are waiting for your new car to be delivered, we will hold the rebate for you for up to six months.
What benefits can you expect as a Liberty residential customer?
Liberty Drive makes charging your EV at home affordable and convenient. You will have the peace of mind that your car will always be fully-charged and ready to go when you are.
Affordable charger installation
Installing an EV charger at home typically costs between $500 and $2,000, depending on your existing electrical infrastructure and the charger you choose. The Liberty Drive program offers a financial incentive to cover your charger and installation costs of up to $1,500.
Affordable charging at home
We offer a Time- of-Use (TOU) rate to lower your energy costs during off peak hours. You can leave your plugged in overnight to minimize your cost. For more information, please visit our TOU-EV rate page.
Convenient installation process
We have selected four charger models from reputable makers for your selection. These Level 2 (220 volt) chargers are internet connected. See the Liberty Drive FAQs for more information on eligible equipment.
If you prefer a particular model outside these selected ones, please let us know, and we will work with you to do our best to accommodate your request.
We have also compiled a list of California licensed contractor for your convenience. The rebate program requires the use of a licensed contractor. Your contractor will help you manage the enrollment, the home inspection, building permits and other steps, as required, subject to the current electrical infrastructure of your home.
We encourage you contact several contractors to bid on your installation project. We will always be available to offer additional guidance to you.

How do I apply?
Application is simple, fast and online. You or your contractor submit the application and we will review your application within days.
Take your time to select your preferred contractor and work with your contractor partner to review the charger options, your electrical infrastructure and required modification, if any.
What is the duration of the program?
We expect this current Liberty Drive program to last for the next 12 to 24 months, subject to the funding from the California government and the number of participants.
